Wrestlemania plans are built long before the actual show takes place in late March or early April. Booking this show takes time, and the plans can’t just be thrown together. Even though the show needs its biggest stars, they can’t be put on the show if it really doesn’t make sense for them to be there. If they don’t have a storyline for a guy, he is not going to be on the show.
These unwritten rules apply to Finn Balor. Everybody knows that he is one of the biggest stars today as the fans really like him and his character, especially his pay per view alter ego, the Demon King. But, it seems that he is not going to be at Wrestlemania. This still isn’t confirmed, and he could still show up in some capacity. As of right now, there are no plans for him to be at the grandest stage of them all.
He missed a lot of time because of the injury, and he just got back to wrestling a couple of days back. Even though he is wrestling on the house shows, there are no plans for him to appear on Monday Night Raw before the Wrestlemania.
Now, WWE could have him come as a surprise in one segment where he helps somebody, and he makes a save. But, he is not going to have a match, and it’s not going to be thrown together in the final seconds of the Mania build. We don’t know whether or not he will show up at Mania. If he doesn’t, he will probably return on the Monday Night Raw after Wrestlemania.
