The Clone Saga was simply out of control, and Bob Budiansky was going to wrap everything up and make Peter Parker the only real Spider-Man. However, in 1995, editor Tom Brevoort proposed the idea of a time loop and in this scenario, Peter Parker, and Ben Reilly were time-displaced variations of the same person. One of them would have been sent back in time and become the other, losing all the memory of what had happened.
